Shirley Cowcher (AALIA, AACS, MRMAA, MRCSA, B. App. Sc. (Library and Information Studies), Grad. Dip. Comp.), is the owner, director and visionary of Information Enterprises Australia Pty Ltd (IEA) a niche specialist employment agency, consultancy and training provider for the library and records management industry in Western Australia.

Shirley holds a Bachelor of Applied Science (Library and Information Studies), from the West Australian Institute of Technology (WAIT 1982) and a Graduate Diploma (Computing) from Curtin University of Technology (1989) as well as a Certificate IV in Workplace Training & Assessment (2005). She is an Associate Member of the Australian Library & Information Association (ALIA), and the Australian Computer Society (ACS). And a Member of the Records Management Association of Australia (MRMA).

Shirley commenced her professional career as a clerk in the J.S. Battye Library of West Australian History, she then moved onto Woodside Offshore Petroleum as an Information Officer, where she was contracted to catalogue a backlog of engineering material, before being appointed as their inaugural Corporate Correspondence Control Officer, to coordinate and develop a corporate correspondence management system.

In 1986 Shirley formed a business partnership, trading as Information Enterprises, and became a sole trader in 1994. During this time the employment agency began to grow into what is now considered to be one of the premier niche specialist agencies in Western Australia. Shirley's vision for the company continues to expand, and under her leadership and strong ethical values, she has seen the company become an Associate Member of the Recruitment & Consulting Services Association, gained quality accreditation through Bureau Veritas to ISO 9001:2000, and purchased the rights to the Australian Records Retention Manual, which undergoes a complete revision each year.

In 2000, Information Enterprises Australia Pty Ltd won the coveted Commonwealth Bank Business with less than 10 employees award in the Hartley Poynton Fremantle Business Awards.

In 2005, Shirley wrote F is for Filing, a publication aimed at helping small business and individuals take control of their records.

Shirley has lectured at Curtin University School of Information and Library Studies, Edith Cowan University and TAFE. She is also an accredited trainer, with accreditation to a number of software packages including the TRIM Software System.
